I have an XP Pro SP3 PC that displays the following message when you try to
manipulate the printer:

Operation could not be completed. The print spooler service is not running.

I did not have this problem until I installed and ran the HP Install Network
Printer wizard to setup this printer. Now I cannot print anything, and
removing and re-adding the printer gives the same results. I have rebooted
and stopped and restarted the print spooler service as well.

Any suggestions would be greatly appreciated!

If the HP Standard TCP/IP Port was installed before running this tool, then
the previous setting is not compatible with the new monitor which corrupts
the spooler and terminates the process. My brother had this same issue and
deleting the registry key for the port under HP Standard TCP/IP Port allowed
the spooler to start and remain available.

HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Print\Monitors\HP
Standard TCP/IP Port\Ports\"port name"
